Its not that the type isnt good, its that most Ghost types arent really OU material. Ghost could also use a more spamable move, Shadow Ball is good but pretty low base power compared to the moves other types get.

steel will always be great because its essentially a complementary type that adds most resistances.
you rarely see a good steel only pokemon.

More like you rarely see steel-only Pokemon in the first place.

Arceus and Silvally don't count which only leaves you with Registeel, Klinklang and Aggron-Mega. There's also Melmetal though that's stuck in LGPE meta where it's insanely good.

Good defensive typing but it would have to compete vs pex maybe a fire/poison weezing form

its a symbiotic type. like you can give steel to a flying type and suddenly that doesnt matter anymore. or give it to a bug.
it creates tons of unique resistances and weaknesses, more than any other type I think.

Marshadow is proof that the only thing holding ghost back is the lack of strong STAB to spam. Give ghost a STAB Draco Meteor or Flare Blitz and watch them break the meta.

Ghost is also too similar to dark offensively and between knock off/sucker punch and shadow ball/shadow sneak the choice is really easy.

Dark has more and better mons as well as better offensive moves. Dark and Ghost are mostly redundant offensively. Basically, why use a ghost when TTar and Greninja exist.

Yeah for Bug being such a shit type it combines extremely well with Steel leaving Fire as the only weakness

Ghost is one of the least common types overall, that doesn't help.

But the fact that fighting got nerfed, hardly anyone attacks with normal, knockoff buff, and nothing to hit super effectively except themselves and psychics which are way easier to kill with uturn/knock off, doesn't help
