As much as I love Misty/Kasumi anon, I can at least admit that this kid isn't her's or Ash's (this kid, Misty, and the dock lady are just telling people about the 1st pokemon movie).

According to one of the guys behind the Pokemon movies, the early trailers get made long before any animation is done for the movie, or any real script writing, so they just have to make up random shit to throw in the trailer. That's also why none of the shots of Ash running away from explosions or anything appear in the movie.
