With the resources they have available they have no excuse for putting out garbage. Hire more people, request other studios for help (and Koei is already fucking helping them), make delays. Their priority is shitting out a game every 1 or 2 years at all costs, and this time those costs were a big chunk of the Pokemon and a barely better than 3DS-looking ugly ass game.
Either the suits are being too greedy and sabotaging the games by pressuring the devs to work too quickly to get these games out too often or GF just fucking sucks, and with their track record I'm inclined to believe the latter more.
