How come G/S/C/HG/SS are the only multi-region games?

Maybe instead of remakes, we have games that allow you to go to multiple regions?

Because it was a sequel to gen 1 and was meant to conclude the series story. Also because RPGs like DQ revisited their original areas in the sequel, so it was a kind of standard then.

G/S were originally planned to span all of Japan with regions like Kanto being reduced in size to a mere city. At some point in development that idea was scrapped, and the focus was put solely on Johto.
Then Iwata offered to optimize the game with his nip voodoo magic and actually freed so much space, they were able to squeeze a whole extra region in as a tribute to the original idea.

It would never work again. Forcing in two regions leads to level curve problems and since Gamefreak is so autistic about preserving the old games they would do nothing to strengthen the the wild pokemon in the region being returned to.
