Shillmon are mons that GameFreak forces down everyone's throats all the time, they didn't really do that with Lycanroc Dusk.
Ya had to get a limited time event Rockruff to get the thing, meanwhile in X/Y Lucario has its own statue, was the first mega evo Pokemon in lore, and you're forced to take one if you want the Lucario mega stone.
If Lycanroc Dusk was meant to be a shillmon then they kinda fucked up like they did with Zoroark.
