Having Dragon Dance, a balanced stat pool for flexibility, coverage for all of it's weaknesses, a signature move with a ridiculously high chance to lower Defense, Amazing STAB in Close Combat and a ridiculously cheesy Belly Drum set will keep it UU at the very least.

Kommo-o is OU already and 2 of its 3 sets in that tier don't even use the Z crystal. Plus given dex cuts, it's likely Tapu and Magearna (its biggest fears) on the chopping block first since they're legends. If anything it's going to get better in gen 8.

The set is just inconsistent at sweeping compared to other threats in NU/RU and is way too reliant on a good match up because you need too many things to go right. Scarf/lorb are much more consistent.
