You can lose your first battle to Blue and Silver and advance, so GF could just make that a mechanic and have different character arcs for your rival depending on how often he beats you.

I'm pretty sure you can lose to Hau when you fight his Alolan Raichu for the first time and still progress, but I may be mistaken.
