I have a feeling Gamefreak goes through a lot of designers every new Pokemon game. A lot are never credited. A hand full of designs and concepts are initially created by the the up tops of the Pokemon company, and then Gamefreak is expected to follow those guidelines and orders to design the rest of the dex. Rarely any Pokemon is designed on the spot, nor concepts are thought up spontaneously and is gradually improved upon over time until it's time for modeling, every concept is chosen based on which will sell the best. Something like pic related could never actually be a real Pokémon because honestly it can't sell in the market. Sure it's a very clever and thought out design, but according to Gamefreak this wouldn't work. Especially since the design is direct reference to consensual sex. Not to mention that more often than not designers who create the Pokémon barely even recognize they're idea when the final product is finished. By that point it's gone through so many revisions, overhauls, and adjustments, that often the original intent of the designer is completely scrubbed and sanitized down to something that has lost all previous soul.
Not to mention that every design has to first be approved by someone like James Turner now, before it even reaches back to the upper echelons of TPCi to be approved yet again.
This is why I think Fakemon are way more interesting than real Pokémon will ever be.
