I'm going to guess he thought it was a good time and the rest of TCP didn't agree because he legitimately believed people wouldn't care and the backlash now happening in the West has shown them that people CLEARLY care about this news. It's probably going to hurt sales in the West quite a bit, in fact. So they're holding off telling Japan until the last god damn minute when they feel like the hypetrain is so big there it can't be derailed by the news. But I don't think they realize that till wont work. The info is out there already, it's just a matter of time, now.
It make sense if you look at the E3 news as an accident, considering you'd want to say that kind of shit only after a huge positive announcement or after the hype cycle for the game swelled so big it was barely an audible sour note among the the rest of the orchestra. They announced it when the biggest thing they had shown off that day was Pokeball Plus connectivity.
