Just how the strong is the anime pokemon champ and Elite 4? Cynthia is still the Sinnoh champ in Best Wishes so probably she or one of the E4 beat Tobias, the guy who swept Lily of the Valley Conference.

The Champion is basically always portrayed as being on a totally different level from any normal trainer in the anime. Steven is probably the best example, with his Metagross clearly having an advantage over Alain's Haxzard, and holding its own in the Primal fight. Diantha's Gardevoir oneshots Wikstrom's Mega Scizor too.
