No, it can't. GameFreak is backing themselves into a corner with their own policy in regards to trading compatibility and distribution of all the Pokemon. The best thing that could happen is that you still have to pay HOME's subscription to keep the Pokemon, regardless of whatever feature they could shit out for it.

Honestly if you're going to do something as drastic as cut half the pokemon, your game has to be amazing.

Great animations in battle, high quality graphics, new ideas and quests and mini games and more.

You can't make a barebones HD USUM game and cut half the Dex too.

That argument is always damage control that revolves around the circumstantial assumption that something being bad COULD lead to something being better. Basically bargaining stage. Yes, they CAN improve on other areas, but that argument doesn't have any value until said improvements are pointed out. So you pretty much wasted typing a whole ass post out to say yeah things might get better but it doesn't look like it right now or I would have pointed those improvements out but hey it's a good thing anyway!
