A Pokemon not being good in Ubers doesn't warrant demoting them to OU on its own. Ho-Oh and Arceus-Bug would completely dominate that meta if they were allowed in it.

The thing about ubers is that before being a tier of it's own, it's main function is to be a banlist for OU. A pokemon that is in ubers is there because it's considered too powerful for OU. The fact that arceus-bug is weak in ubers doesn't mean it would be fair in OU

That doesn't even kill from full while Bug can just EQ/EP it to knock it out. Arceus-Bug is still Arceus, and that comes with absurd bulk and a godlike movepool at the end of the day

Even the absolute worst Arceus form would consistently be able to create conditions in which the opponent is guaranteed to lose a Pokemon. Its quite simply on another plane of existence. There are Arceus in D-rank because there's a dozen other Arceus that are better.
