Rose is sending out what looks to be a smaller/weaker Pokemon, and it's happening in the Rose Stadium in LONDON. The one at the end of the map.
I think what's going on here is that Rose is giving us the "Welcome to the world of Pokemon" speech, but for once it's done in a diegetic way: literally Rose in the final destination of the game telling people to prepare for the League. The PC will probably be watching this on their TV as the game starts.
Would also explain why they showed us Leon so early. We see shots of him there as well, but they don't seem to be form the final fight of the game. It very likely could be some kind of exhibition match to get people excited for the upcoming league and hype up Leon's status as undefeated.
