My question is specifically how much more of a priority is this new stuff, given all the bad animation/graphics shown so far, and why the fuck its being prioritized over pokemon to begin with.

It's being prioritised because GF are at a point where they've become so accustomed to pumping out shit and having people eat it up regardless. They thought they could be slick by utilising more manpower for their secondary projects, allowing the mainline Pokemon games to suffer and expecting no backlash. This is obviously no longer the case.

As to why they WANT to prioritise new IP development over Pokemon, it's simple. They want to free themselves from the grasp of TPCi/Creatures by becoming truly independent and not having to rely on Pokemon's cash flow to stay afloat as a company.

Game Freak themselves confirmed that, when they equated TOWN to Harmoknight and the other non-Pokémon games they made (for those that still don't know, Harmoknight was borne out of Game Freak's "20% time", a way to let their staff work on personal projects for up to 20% of their working week (If an employee's project attracts enough attention, they can pitch it and try and get it accepted as a full studio project). Harmoknight only had a total staff of 24 and from what I see from TOWN (plus the fact it's been delayed from it's initial 2019 launch date to 2020) is pointing at it having similar levels of staff to that and their work on Pokémon is more important than pissing about with a pet project.

Last time they talked about it, it was 2019, yes? Somehow can't see Game Freak launching it anywhere near Pokémon and as it's TBA now, looks like it ain't going to be 2019, which means it's been delayed from their initial assessment.

It hasn't been delayed. They would've given a heads-up, like Yoshi's Crafted World late last year. It's also an eShop only title, so don't expect there to be huge fanfare when it comes out.

Half right, it's still on for a 2019 release in Japan, but seeing as the screen above I posted was on an upcoming games release date chart for Switch in the west, it's unsure if it will launch as stated this year.
