Using tricks to make games look good with less effort is fine and you'd be surprised how much it happens, but when it falls apart with a camera shift in a trailer where they're trying to make it look as good as possible, let alone what you're likely to see actually playing the game in an area with camera controls, it's a bad animation. The splash doesn't even come from the water! If they're limiting other features including the main one of a pokemon game for animation improvements it should actually be an improvement.
