It's not "lazy". A lot of effort has gone into other areas. The problem is that the effort has gone into the wrong areas. I dunno how to word it, though.
Like, they're not being lazy they're just not going above and beyond. As an avid player of Final Fantasy XIV, I can think of the perfect example;
When the new races, Viera and Hrothgar, were revealed to not use helmet models due to their unique heads breaking every model, the fans showed disappointment. Not outcry or rage, mind you. Just mild disappointment, but a general understanding as to why they would release without any working helmet models.
The devs heard the comments of the fans, and took time out of their own day to make as many helmets (mostly the ones actually used by players, like glasses, flowers and other nice looking helmet slot items) compatible with the new races. Without telling the head of development. They literally snuck in helmet models for the new races because they wanted to make sure the players were happy.
Game Freak, on the other hand, sees the outcry and instead doubles down on their decision.
It's not that one team was lazy and the other wasn't, its that the XIV Dev Team was that passionate about their work that they went above and beyond to make sure the fans were happy. Game Freak doesn't care about making people happy, they care about the fat paycheck. The fact that people will buy their games regardless. Why bother going for an A+ when a D- is still a passing grade.
