Yes, it’s fast enough and strong enough to pretty much guarantee a kill or two every match unless you run Doublade. Even Mega Aggron isn’t a good enough answer because you can run Scarfraptor with Final Gambit to force a trade with it every game to make an opening for one of the dozen mons that Aggron teams need it to beat.
