This is because the animation now has mouth movement. The NPCs in S/S seem to all have facerigs now, so any recycled animations now include motions for the mouths and possibly the eyes. The eyes don't seem to move in the Hop animaiton though, just the mouth.
That said, the tweet is right about it being a common practice and I see nothing wrong with this specific instance.
Honestly, I didn't even realize the animation was recycled till faggots started posting that gif everywhere. Because the animation itself isn't bad or anything. It gets across exactly what it's trying to convey, it's got a good length before looping, the motions aren't symetrical making it appear more natural, etc. It's a good animation for someone "talking excitedly". There's no reason for them to reanimate this when they already had a perfectly usable base to just bring over. If they had reanimated it, that'd just be wasteful.
The problem is when they reuse animations that are shitty to begin with, particularly those of a lot of the older Pokemon. A LOT of Pokemon could use tweaks or whole new animations for their idles/attacks/etc. but they haven't gotten that. That's the recycled animation people should be upset over.
