They should have made RSE be its own identity with exclusively new Pokemon, and set a precedent for not being able to obtain the old Pokemon in the new games. DPP could have done another soft reboot, or it could have been a sequel to RSE similar to how GSC played on RBY. Cross-generation Pokemon interaction should have been a rare treat rather than a standard.
Each new generation should not have been obligated to use the same mechanics, moves, items, types, or even gameplay as the previous. Only the same general feel.
