Devil Survivor, though not a SMT game in the strictest sense, has generic non-recruitable human enemies (they're usually soldiers). You can't recruit generic humans, but you can recruit unique humans who are enemies (you can even recruit a guy who killed a close friend of one of your main party members, effectively making them work together).
