Its design is absolute shit, literally just being a heart flipped on its side. In a region full of really fun and creative Water types, it's criminal that the last one you see is so fucking uninspired.
It legitimately has no use in any capacity. By the time you're usually able to catch one, there's been far better water types available for a long, long time, even discounting the regional starters. It's not even a good HM slave since the HMs it learns can be learned by most, if not all Water types by that point. Even as a Heart Scale farmer it's horribly outclassed since just about every game has a place where the things respawn daily, and S/M and USUM have the Poke Pelago which can give you a shitload of them at any given point, rendering Luvdisc even more worthless.
It's not even like its good in battle. The only halfway decent stat it has going for it is speed, which it can't do anything with because its offensive stats are too terrible to sweep, its defensive stats are too low to act as a wall, and its support movepool is so shallow it can't even act as a support Pokemon. Its abilities are equally worthless because it can't actually use them in any meaningful way. Double speed in rain when it can't even hit hard under it? Healing all status in rain when any neutral hit will knock it out? Fucking worthless
I've searched high and low across all competitive tiers, Smogon or otherwise, to see if there's any place this piece of shit is even usable, and it isn't. Even in fucking ADV ZU, a tier where the top 5 Pokemon are Delibird, Gloom, Cubone, Delcatty, and fucking Elekid, this pokemon isn't even ranked.
