Imagine the shitstorm if when Sword and Shield are datamined, all the Pokemon are in the code, but the Pokémon that are not in Galar have all their relevant data dummied out.

Considering how the data was present in LGPE, I wouldn't be surprised.
It could be that they have one massive collection of all the Pokemon data that they bring into each game and modify as needed from there. No need to delete the extraneous data, they just don't edit it at all and leave it sit there in case they want to use some part of it in the next games.

That said, the data existing doesn't mean putting the old mon in would be simple. I mean, yes, you could very easily put in the models and animations from the past games and link them up with time, but they'd be exactly the same as they were in USUM. No access to the new moves, probably break when you try to dynamax, etc.

That's going to happen 100%. I would be more buthurt if they implemented megas, a way to activate it but decided to cull it later, leaving behind everything except the ability to use it in the game.

Giving Pokemon new movesets takes literal seconds.
No I'm not talking about giving a Pokemon a hacked move, changing it's level up moveset and egg moves, etc takes literal seconds of changing a few lines of code.

Funnily enough all they need to do it remove the flag that makes Mega Evolution allowable like how in Gen 7 you can't Mega Evolve without triggering a flag that happens when you meet Dexio even if you hack the items in early.
