I'm tempted to say Rotom is in but it wasn't in Alola's Dex, granted not being native and being culled are two different things.
Not counting non-permanent forms and legends, there's 36 Ice-type Pokemon, and if you want to discount Rotom and/or the Alolans that can go down to as low as 31. We'll leave it at 32 likely to get in however as I think we'll get Rotom but won't get the Alolans.
Ice already has around half of its Pokemon in, and it likely will get most of them in just because it's a small type anyway. It's probably going to the the least effected by the cull but that's because there's barely anything to cull lmao.
