Masuda etc. are not the ones setting the deadlines, Nintendo is the one demanding Pokemon release mainline games constantly without respect for the 2-4 years a proper Pokemon game would take to develop. Half of XY got cut but was planned, Kalos was intended to be a much larger region. Southern Kalos was likely intended to be visited in a later gen 6 game, but then they had to produce Sun and Moon for whatever fucking reason and change up a lot of plans they had in 2013.
Gen 5 was forced to end on a sour note because durrr hurr 3ds released in 2011 why do we not have Pokemon games on it yet?! despite the developers even saying as much not a year prior; "We don't think 3d models have the same charm/spirit as 2d sprites" so they kept gen 5 in 2d for that reason. Gen 6 proved they were right; Moving to 3d resulted in a bunch of soulless balloons with faces literally drawn in pencil.
