If we had herds of Tauros, and flocks of Swellow, and groups of pokemon all over, it would be fucking chaotic. That would only work in a true open world game.
Not to mention, when you go outside, do you just see animals herding around you? They don't want to be in your presence at all. Go for a walk in a forest, and aside from seeing small critters, you won't catch a glimpse of much else unless you wait patiently and are silent. And when you do see things, it's a few deer. Not 50 deer.
So how do you propose we make this place less empty?
