Pokemon is a game for little kids, as such it's going to be parents who buy these games for them, especially as gifts. The worse thing is being stuck with X starter because mom and dad picked X version instead of the cool Y version.
That said, there is no reason to divide the game in versions to have the gameplay style on the video. Just add all of the options into one disk and ask the player a question like "Where do you live? Fire town, Grass town or Water town?"
