>Nidoran-tier:
Nidoking and Nidoqueen are the best here. Good stats, fantastic movepools, very early availability and evolution, and occasionally useful typing. Nidoking has the slightly better offensive stats, but Nidoqueen learns Body Slam by level-up.
>Starter-tier:
Venusaur eats the early game alive. The first gyms are no match for a Grass-type, and Leech Seed is deceptively useful. Razor Leaf is great against anything that doesn't resist it, and Sleep Powder makes sure that Venusaur stays relevant for the entire game.
>Ghost-tier:
Even if the immunity to Normal-type moves was Gengar's (or Haunter's, if you can't trade) only redeeming trait, it would still be good. That said, it has great Special and Speed, and a narrow but precise movepool. Thunderbolt and Psychic hits everything but the Egg-types hard.
>Wrap-tier:
Victreebel, Arbok and Tentacruel are all solid picks. Victreebel and Arbok come early in the game, but are version exclusives. Tentacruel arrives late, but is found in both games.
>Cinnabar-tier:
Muk and Weezing are found very late. They have decent stats and decent movepools. Working class Poison-types.
>Powder-tier:
Vileplume and Venomoth are mostly worth anything because of their access to Sleep Powder and Stun Spore, making them worse versions of Victreebel. Their stats and movepools don't match up.
>Bad-tier:
Beedrill and Golbat. Don't use them.
