Creatures is the one developing the models, but it's just a portion of their team that works with GF. That is the "Pokemon Character Modeling" group.
That group is still just as limited by the number of employees and time that GF is.
Saying "GF doesn't model the Pokemon so this shouldn't be a problem" is missing the point that Creatures Inc is just as limited in who they have to model the Pokemon.
Again, they had 47 employees, likely all or most from Creatures Inc. doing the Pokemon Modeling in XY.
Come SM, that number was dropped to 17. Those 17 worked on the models for the 81 new Pokemon models among whatever other new Pokemon modeling tasks there were. We don't know yet how many they have this time, but I could easily see it still being around 20.
It's actually kinda funny in a fucked up way because for "Character Modeling" in XY there were just 9 people but for SM there were 27. There also was a section for "Pokemon Model Inspection" in SM that wasn't in XY.
Not sure what the difference is, but there's also a group marked "Pokemon 3D Modeling" in both credits. For XY it was 11 people and for SM it was 8
