Saffron is supposed to be the busiest and largest city in Kanto, the reason why it doesn't have as much depth on the DS is unknown to me. But I agree that Saffron is nothing like Tokyo besides the fact they are trying to show that it is a business city.

We got saffron city over 20 years ago which was giant city then. Then we got three times the same saffron again. They finally created something more 3D in gen 5 which allowed the to make huge cities and now every region gets one like remade Mauville.
