But say it didn't work, say your James you just bowed out from Team Rocket, went home finally grew a pair and kick Jessabelle to the curb, and (according to manga logic where shaking a girls hand means you need to marry her) you start courting Jesse. All looks happy.... unless the police show up at your door, you are arrested for your past crimes, all your pokemon are confiscated including your beloved Growlith who literally had nothing to do with your crimes. You serve your time and you're let out of jail but then realize you don't get your pokemon back as they've been all rehomed and you can't even catch more because due to your criminal history stealing and poaching pokemon and assaulting trainers your license has been permanently revoked.
Sure you can go back to Team Rocket but what kind of life is that, you get pokemon but you probably didn't choose them or bond with any of them, you aquire wealth but can't really spend it openly you have to do it through shady means because you are not Giovanni who can pay or scare people to look the other way. Its not really all that desirable
