It's no secret that every mon's data will be at least partially implemented into the game (a la Let's Go) but if they don't have the models in the game then people will have to do the work to import them. If they DO have the models however, before the game even releases, and I'm not joking btw.
Pokemon always leaks early and the people who leak Pokemon obviously have modded consoles. If the games have complete data for every mon, they just need to open PKHex and inject.
