The Vaporeon comparison in that vid is between a LGPE Vaporeon and a 3DS Vaporeon.
It is from a guy on twitter (fucking says Credit: _DJTHED) who's clip was used by the youtuber that made that video in the end of his video to clickbait people into watching a fucking stupidly long video to just say "no the models aren't remade". Then apparently the faggot made another video with the same title and just cut out the rest of his video and left just that part that wasn't even his.
Basically, we're on multiple levels of clickbait now.
That said, yes, the Pokemon models weren't remade. At most some may have gotten really minor tweaks that we won't know about till we put them ALL side by side.
But it's also not entirely accurate to say they "only improved texture DPI". They also appear to have adjusted some of the coloring on some models to be more vibrant and, more importantly, they went in and adjusted line thicknesses throughout the models. You can tell in the youtube thumbnail alone, the lines around the frills, the mouth, the toes, etc all are thinner and made to taper more in the new Vaporeon because on the 3DS those lines were made super thick and solid so they'd show up through the 3DS's lower resolution.
