Because Kanto never got a tower until FRLG, where it was added in the Sevii Islands that GF never even referenced since their addition.
Johto has a Battle Tower however, and GF could perfectly add Kanto Gym Leader cameos in there or just turn it into something else like they did in HGSS because why not.

On the other hand, unlike that Anon, I doubt it would happen.
