After that, you must face the elite four 150 times in a row, and win every single match, including the fight with Shitface.
Then, walk (you must walk) to the S.S. Anne, and surf to the right, before getting on the boat. You will see a small island, with a truck on it. Use strength on the back end of it, and a pokeball will appear.
Press A on it, and a fight with Mew will happen. It's level 70, so it can at least take a hit, but the catch rate (how easy or hard it is to catch, 255 being 100% and 1 being very very hard, and master balls make it 255) is around 45, so it's like an overleveled psychic dratini.
