I unironically found Skull to be pretty uninteresting because they had no real grand goal or ideology. Just like any other mooks in an evil team, the weak or easily influenced join someone who they could look up to or deem as strong. Someone who they can believe in (or at least the bearer of a message or goal they can buy into).
Skull was just a band of misfits who liked Guzma because he was a misfit and failire just like most of them and who didnt care much for the established way of life towards being recognized (Trials). They were just an aimless lot, and while thats refreshing, its not particularly interesting.

In his mind, the eventual collapse would lead to the birth of greater strife and conflict in such a future as well. Thus, he was fine with nuking it to "start a clean slate" with only the people who funded and supported his vision being offered salvation.
