Because they're not just upressing the textures, but actually going in and adjusting line weights on everything since this time around they can have finer details without having to blow them up so they're visible on the 3DS screen. You can tell from the Let's Go Vaporeon comparison. While they use the same UVs, the texture for the Let's Go one has thinner and even tapered lines on it's fins and frill. On the Gyarados comparison that had a thread the other day, the nose, eyes, and some other areas that were using lines for detailing were all adjusted as well.
Still definitely shouldn't take them THAT long to do.

Despite people laughing at the thought of GF trying to balance things, they really DO take time each gen to adjust the old Pokemon to fit alongside the new ones.
That kind of balance work does get exponentially harder as they try to do it with more and more Pokemon. I'm not saying they'll get GOOD balance through the cut, but it's true that balancing probably takes them a huge amount of time.
All that said, the Dex Cull at the moment really does just seem like a purely corporate decision and all their excuses are just covering the choice made by higher ups, not by the development team.
