Sunflora's not too bad. It has decent SpDef & HP, and great SpAtk. You're not going to be easily soloing the game with it, but it will do something.

He is not useless for the main campaign in Hoenn, he'll take care of the water threats and can kill some Pokemon under the sun against casual teams. I faintly remember using him in OU and UU matches in Smogon years ago and sometimes he was good enough to kill the enemy.

In Sinnoh the literal dirt under your feet is a source of infinite heart scales, they're only rare in Hoenn and didn't really need to exist in the first place.
