Video games are a visual medium, if you're not /showing/ the Pokemon getting stronger in a meaningful way what's the point? The whole reason people don't like Dynamaxing is that making every Pokemon just get bigger + have clouds overhead is less interesting than giving a limited pool of mons new forms.
You have to remember that the main appeal of this franchise isn't competitive battling, it's the monster designs. Megas were a good gimmick because they did something interesting with the monsters, making them a silent stat buff is boring.

The funny thing is, this is the only real flaw of what I think is the best Pokemon fangame and it's technically not using Pokemon engine anymore, as stronger versions of characters look the same.

To be fair, it's not like PDP actually has traditional evolutions. It's more like you get to level 20 and then you pick what sort of build you want your puppet to spec into.
Plus every puppet gets 3 alt costumes in addition to its default, which in and of itself is a lot of work.
Also, Power Yukari, the game's equivalent to Regigigas, does switch to an entirely new sprite set when it leaves slow start mode.
