Johto was because it was an extension of Kanto's type specialists.

Hoenn possibly because one starter had a x4 weakness to grass an early point (Marshtomp) so they were probably afraid to do so for balance reasons. And May/Brendan was already enough of a challenge for Mudkip players if it was in your party.
