ORAS is objectively the best out of the 3DS games.
Certainly not the best game in general, but it triumphs over the rest of Gen 6 and Gen 7.

XY isn't worse because it doesn't hand you a free legendary in the middle of the game.

LGPE is more balanced than ORAS since Trainers don't gibe much EXP.

Customization is harder to implement in 2D and ORAS CUT customization after the previous game already had it.

No. At least X/Y brought a ton of new advancements and changes to the series while being actually remotely challenging without Exp. Share (unlike ORAS) and had Trainer customization.

XY gives you a mega lucario at the 3rd gym which is almost as bad. You can't even handicap yourself in let's go and a gym requires you to be overleveled

It doesn't because that would require putting the advancements X and Y introduced into it's point pocket. It doesn't get extra points for not removing those things because only in Pokémon would that not be expected.
