Sword and Shield will not be 60fps.
Let's Go Pikachu and Eevee were 30fps, despite being far more simplistic than SwSh.
Expect SwSh to run 30fps 540p handheld and 720p 30fps docked.
And expect occasional slowdown too.

If you think cutting half the dex will magically make them put in post game content, you have a ride awakening coming soon. I guarantee this game, like all other modern Pokemon games, will have absolutely nothing to do post champ. If they actually cut national Dex in favor of making more game, I wouldn't be upset over it. As it stands they have arbitrarily removed one of the only things to do post game which is fill your dex.
