No simulated gambling is fine, it's just EU is gonna raise the age rating and Nintendo doesn't want that. It doesn't matter if there real money involved or not.

No old mons, every gen gets 150 new ones with a handful of legendaries.

Include loads and loads and loads and loads of encryption to make hacked Pokemon impossible to generate and a detector that bricks your savedata if cheating is detected.

Make it hard for Pokemon to reach lv100 so they feel like the maximum achievement again.

Have the national dex present as a post-game feature. The existing 3D models were supposed to future-proof the series, so use them. Brush up animations and models only if they are badly needed.

Go whole-hog on the open world aspect. The Wild Area looks rather small for an open world. Expand it to include large swathes of varied biomes. First gym must be completed before you arrive in your first open-world area, but gyms 2 through 7 can be completed in any order and with scaling levels. Take a page from XC2 and have wild Pokemon display their levels in the overworld, with nooks and crannies guarded by higher-level Pokemon. These areas include Raid Spots or Legendary Pokemon as rewards. Absolutely no more random encounters.

Bring back Megas and Z-Moves. New Megas are distributed, especially for Gen 5 - 8 Pokemon, and there are now distinct Z-Moves for Physical, Special, and Status moves of each type. For Pokemon that don't have a dedicated Mega, institute a "Burst State" that becomes available upon reaching the end of an evolutionary line. Burst states do not alter a Pokemon's appearance, typing, or abilities, but do boost their highest base stat by 20 points and all others by 10. You can have one Z-Move and one Mega / Burst State per battle. Dynamax / Gigantamax sound dumb, recon Gigantamax designs into either evolutions or Megas.

Bring back DexNav, VS Seeker, Amie, Ride Pokemon (having every large Pokemon be ridable would probably be way too much, but compensate for that with controls that handle very well in the 3D environment), a PPS-like system that prioritizes accessibility and usability above all else, and a post-game battle facility that contains formats for Singles, Doubles, Triples, and Rotation formats, with the option to go in with your own team or randomly-assigned Pokemon. Also have about half a dozen optional minigames that you can also grind for BP.

Take the Hidden Base feature and expand it to customizable personal gyms. You can change its looks, gimmicks, trainers (you can assign them any Pokemon recorded in your Dex) and design and name your own badge. You can visit friends' gyms and there is a special page that records badges gathered from friend gyms.

make a good game and add all the pokemon to it. in a very broad sense, it's not terribly difficult. if the creatures can fit into a stage battle game like smash, a dungeon crawler like pmd, and various real time things, they can fit into anything.
