Hell, can you imagine even back in Gen 5 if they'd pretended Team Plasma in had actually gotten rid of the rest, and then you go in and find out that in the postgame you just had to earn them back? That actually would've been pretty amazing marketing.
Something like that probably would've gotten everyone way more hyped once the game released, rather than just making it regional only for the story.
Instead we got the beginning of the end...
