But by having the Defence boost buff, these mons could maybe actually take some physical hits, they would still have bunch of other weaknesses to worry about too so it wouldn't be too op. Ice Body would be more useful then as well together with the Defence boost for some good defensive synergy.
We could even go a bit further and make Hail buff some moves like Icy Wind (+50% power and 100% accuracy in Hail) and Icicle Crash always hitting the target, also 50% dmg increase to Ice Ball.
