Sure, it's inconsistent with Weather abilties, but it's needed if the Surge abilities are going to be exclusive to the Tapus + overall game balance
Also, the Tapus aren't actually that strong compared to many other legends. They just have OP abilties. If they didn't have their abilities, they would be on the level of the legendary birds/beasts, possibly slightly lower
