If pokemon truly have humanlike intelligence(and occasionally beyond that) then it isn't right for them to be caught against their will and used for battle. There might be a symbolic relationship between human and pokemon, since the D/P library and the nature of pokemon themselves usually go into that, but there's also plenty of cases where pokemon are abused and unhappy.
The correct solution would be to release all pokemon and allow those that want to remain with their trainers or get stronger to stay with them. The Plasma Grunts were just pawns for Ghetsis whom held another motive entirely, so their value is determined by whether they leaned towards favoring N or Ghetsis.
Ghetsis has nothing positive to come out of his ideology, so he doesn't matter. Great villain though. He tricked absolutely everyone and brainwashed N from a young age by only introducing him to abused pokemon, all so his long-term plan could be set in motion. We will never get another mature theme like this in future pokemon games, unfortunately.
