Because Poipole would have been broken at the stage in the game, better question is why do you only fight one of them and why do they only ever use Poipole? I get they were supposed to be amateurish trainers but still. Also partly GF being lazy with only 4 UBS being added. Why not pre-evo’s for some of the others?
