Rocket was fun for being a generic bad, Aqua and Magma have a good chemistry even though their plans are dumb, Galactic is literally retarded and edgelord at the same time, Plasma is a facade with a tangible goal (even if endgoal is also retarded, but it's a commentary on the games itself so it gets bonus points), flare is literally just galactic 2 but with a cooler aesthetic and no nostalgia, skull is goofy comfy rocket 2, aether is interesting but a little contrived.
So overall,
Plasma > Aqua/Magma > Rocket/Skull > Aether > Flare > Galactic
