It's the same as if Mario games today were still the same as Mario Bros 1 but adding more obstacles and polishing the graphics, or as if Zelda continued doing the same but adding more dungeons and puzzles.
I mean Mario and Zelda still have some recent games with old gameplay, but they definitely changed with Mario 64 and Ocarina of Time the first time around. Pokemon XY plays the exact same, just picking moves from a menu and the 3D graphics are an accessory.
Maybe some grids and movements could have been added to make it semi-tactical, just like you can change your position in Rotation and Triple battles. But that still wouldn't be enough, it'd only mean you do more damage to closer targets but it's almost negligible. Something else should have changed.
