The Wingull in Oras were designed as a unique set piece. It was a code made specifically for them and they were given a unique set of animations to go with it.
The Wingull in S/S are using a generic roaming AI code that had to be used by like 80% of the Pokemon in the game since the roaming pokemon are in other routes, not just the Wild Area. They don't look quite right because they either didn't have time or decided to not make a turning variation for every Pokemon's walk and run cycle.

Despite everyone freaking out over the Tree and scattered graphical flubs, the games are still a strong step up from USUM as far as visuals go. Bigger, more detailed environments (both overworld and battle), textures have been improved to match the higher resolution (mostly, there's still certainly some funky ones like the tree), new Pokemon are modeled and animated to a higher standard than the old ones, they're doing both roaming and wild encounters together after testing the roaming in Let's Go, the NPCs are not only more diversified but also all use higher quality models/rigs, the attack effects have been made with more detail even if a lot of them still use position/rotation tweens on the mon themselves, etc.
The problem is that this step forward isn't enough for most people, mostly due to the cut. They expected even more advancement when this is about the same growth they've always had from one console to the next.
